Created in 2011 by David Hine and Kyle Higgins for DC Comics, Bilal Asselah (aka Nightrunner) is a French citizen with an Algerian Sunni-Muslim background. This is actually somewhat of a controversial choice as France is currently experiencing a significant amount of turmoil with its North African population. The creators felt the Bilal's cultural and religious background provided more depth and intrigue. The same goes for placing him in a contemporary society currently dealing with issues of race, religion, integration and poverty.
Also, technically, he's not the French Batman as the title suggests. Rather, Nightrunner is a member of Batman Incorporated which is basically a team that's been established by Bruce Wayne and Dick Grayson to defend different parts of the globe.
